HLF Project Completed

HLF Shared Heritage Project

A big THANK YOU to everyone involved in our HLF “Shared Heritage” project!

The project was completed at the end of January 2019 and there are now four visitor interpretation boards, one each in Catley Lane Head, Prickshaw, Greenbooth and Healey Dell and view finders on Knowl Hill and Top of Leach.

All of the signs have QR codes, which when they are scanned take you to various History and Heritage pages of our website.

The boards also link to four Heritage Trails where people can print their own copy of the route and download GPX files.

The heritage trails are short walks that can be joined together to accommodate walkers of varying abilities.

Public Consultation

Neighbourhood Plan Public Consultation Opens 8th February 2019

The Rooley Moor Neighbourhood Development Plan has been published for consultation by Rochdale Council. The Neighbourhood Development Plan has been prepared by Rooley Moor Neighbourhood Forum.

The consultation period runs for six weeks from Friday 8th February to Friday 22nd March 2019.

The complete Neighbourhood Development Plan, Screening Report for Environmental Assessment, Basic Conditions Statement and other supporting documents are available to view on the Council’s website: https://consultations.rochdale.gov.uk/and for inspection at Rochdale Central Library and Spotland Library.

A comments form is available which provides the opportunity to respond to the consultation.

Following the consultation process on the Neighbourhood Development Plan, the Plan will be forwarded to an Independent Examiner whose role it is to recommend amendments and whether or not the Rooley Moor Neighbourhood Development Plan should proceed to referendum, and then ‘Made’ by Rochdale Council and used to determine planning applications in the Rooley Moor Neighbourhood Area.

STATEMENT OF REPRESENTATIONS PROCEDURE

The Council is now seeking views and comments from residents and interested stakeholders on the proposed plan, in line with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

Subject Matter

The Rooley Moor Neighbourhood Forum and Neighbourhood Area were designated by Rochdale Council in 2015. The Rooley Moor Neighbourhood Development Plan sets out new planning policies for the development and use of land in the Rooley Moor Neighbourhood Area to the year 2028.

Period of Public Consultation

Representations are invited on the Neighbourhood Development Plan for a period of 6 weeks from Friday 8th February to Friday 22ndMarch 2019.

Neighbourhood Plan Approved for Public Consultation

At a meeting on the 23rd January 2019 the Township Committee approved the neighbourhood plan to go to public consultation. The following is taken from the meeting minutes:

ROOLEY MOOR NEIGHBOURHOOD PLAN – SUBMISSION

39 The Director of Economy advised the Township Committee that the Rooley Moor Neighbourhood Plan had been submitted to the Council by the relevant qualifying body, Rooley Moor Neighbourhood Forum. The Local Planning Authority is therefore required, by The Neighbourhood Planning (General) Regulations 2012, to make a decision as to whether the submitted documents complied with the relevant statutory requirements under regulation 15.

The submitted documents had been assessed against the relevant statutory requirements, which derive from the Town and Country Planning Act 1990, the Planning and Compulsory Purchase Act 2004, and the Neighbourhood Planning (General) Regulations 2012. This assessment had concluded that the Rooley Moor Neighbourhood Plan should proceed to being formally published by the Council and to being submitted for examination under Regulations 16 and 17 of the Neighbourhood Planning (General) Regulations 2012.

Alternatives considered:
A Neighbourhood Plan was optional and would be produced by the local community, therefore, the issues for communities to consider related to the time and resource needed to develop a Neighbourhood Development Plan as opposed to seeking an alternative policy tool.

Resolved:
1. The process for assessing the submitted draft Neighbourhood Plan and for making a decision regarding meeting the relevant statutory requirements under regulation 15 (Neighbourhood Planning (General) Regulations 2012), be noted.
2. The Township Committee agrees that, the submitted Rooley Moor Neighbourhood Plan, can proceed to formal publication and that it be submitted for examination, including the making of arrangements for the holding of an examination by an appointed examiner, under Regulations 16 and 17 of the Neighbourhood Planning (General) Regulations 2012.

Reasons for the decision:
The Director of Economy advised that Regulations 5 to 20 of The Neighbourhood Planning (General) Regulations 2012 set out the requirements for preparing a Neighbourhood Plan. The requirement for the Local Planning Authority to make a decision at this stage was whether the Rooley Moor Neighbourhood Plan met the various relevant statutory requirements, as contained in Regulation 15 of The Neighbourhood Planning (General) Regulations 2012. Following which Regulation 16 required that consultation be undertaken prior to carrying out an examination into the Rooley Moor Neighbourhood Plan.

Catley Lane Head – Outstanding!

Catley Lane Head received the top level award of outstanding in the, “It’s Your Neighbourhood” category at Wednesday’s (31 October 2018) RHS Britain in Bloom Awards in Southport.

Well done Helen Moore, Elaine Marsden and everyone involved. This is a massive achievement for your first attempt!

 

 

AGM Update

It was really great to see everyone at last nights AGM.

The RMNF Trustees are very pleased to announce the appointment of three new trustees:

  • Councillor Wendy Cocks
  • Phil Massey, and
  • Dr. Steve Davison

Wendy, Phil and Steve bring a tremendous amount of expertise and knowledge to our forum, which is very welcome.

Councillor Cecile Biant and Reverend Morley Morgan were re-appointed as trustees. Morley volunteered for the position of Vice Chair and John Newcombe volunteered to be our Treasurer.

Another ‘Catley Carols’ will be arranged in December, we’ll advise arrangements nearer the time.

We agreed any income, after expenses, from the 2019 RMNF Calendar will be used to support the 2019 Catley Lane Head ‘In Bloom’ initiative.

And finally, everyone at the meeting agreed it would be a great idea to hold another forum event, probably in August next year. We’ll be sure to keep you informed as our plans develop.

RMNF Neighbourhood Plan – Update

Hi Everyone,

Just to let you know the RMNF trustees have reviewed all the comments made during the “pre-submission consultation” and our unanimous decision was to make some slight changes and to submit the Plan to the Local Planning Authority (Rochdale Metropolitan Borough Council), which has now been done.

During the review it became apparent from some of the comments that a small number of people have misunderstood the role of our forum in planning.

Our forum DOES NOT make planning decisions – This has always been done by the local planning authority – Please see the “Planning Decision Process” map below, which is an existing process; the only difference being that if the Plan is adopted, it would be included in the process.

Our Forum DOES NOT make new legislation. The Plan wording is merely a reflection of the majority view of people in the community. The policies are taken from existing legislation and reflect the communities view in a form of words that are acceptable for the Plan, if adopted, to form part of Rochdale’s Local Plan.

Next Steps. The Plan will now go to the October Township meeting where the Township Committee will either approve or decline having the Local Planning Authority publicise the Plan for another six weeks and arranging an independent examination. It would be great if as many people as possible from our community could attend this meeting and we will let you know the date as soon as it is available. This meeting will also be a great opportunity for people to have their say if they support or object to the Plan.

The examination process is an independent check carried out by an Inspector appointed by government. If certain ‘basic conditions’ are met, the Plan can go to a local ‘Referendum’ for approval. When the referendum takes place, if 50% or more of those who vote support the Plan it can be declared ‘made’ and it becomes part of the statutory Local Plan and will be included for the process of determination for planning applications and appeals in our area.

We hope you agree we are fortunate to have RMNF, a registered charity, focused on benefiting the area in which we live. If the Plan is adopted our forum will be in a great position to consider delivering some of the projects identified in the Plan. A charity is very different from a commercial organisation, all trustee time and effort is given for free, no trustee should have any personal gain from forum activities and members of the forum, YOU, are best place to direct forum activities by telling us what is important to the majority of people in the area.

Another great benefit of the forum is that we are a consultee to planning applications in, or affecting our area. This doesn’t stop individuals making their own representations in the usual manner and where an application is outside the scope of our neighbourhood plan (if adopted), forum trustees are able to arrange meetings to seek the views of the community and feed that information back through the consultation process. The forum is also able to seek expert advice on particular matters.

We hope you support our neighbourhood forum and Plan and we look forward to seeing you at our next AGM that will be in late August or early September, we’ll let you know the date soon as it is available.

RMNF Proud To Support In Bloom

RMNF is proud to provide financial support to the Catley Lane Head “In Bloom” initiative. When the “In Bloom” initiative was first suggested, RMNF trustees sought and gained agreement to use some of the funds donated to our forum by DQAG. Our thanks go to those members of the DQAG who approved the donation.

Dear Neighbours,

You may have noticed we have begun to tidy up our lovely village in readiness for our first entry in the Rochdale In Bloom competition. We are entered in the “Neighbourhood” category.

Judging day is not yet confirmed but SHOULD be around the beginning of July.

You will have seen us around the village (two women with grey hair in gloves . . Felicity and sidekick!).

The next step is to involve as many of you, our neighbours, in the spirit of “In Bloom” who feel willing and able to help. It’s infectious, many of you have begun and have already put up hanging baskets, window boxes and cleared flags and paths.

If anyone else would like help with putting up new baskets and boxes, please let us know ASAP – we have a man with a drill!

We also have spare top soil.

If you have any questions (or of course things that you are unhappy with) do let us know.

We ask for some extra help with some final weeding and cutting back and plan a whole village attack with a working party on Saturday 16th June 1000 to 1200 – Meet at the cattle grid.

Please bring yourself and weapons if you can spare us some time.
